The central government did many things right in response to the Weng’an riots. Beijing’s campaign to treat “sudden incidents” with more openness was also obvious; a full news conference revealing the government’s version less than 2 days after the riot is pretty unheard of by Chinese standards. Reporters from around the country and world flooded into Guizhou without limitation (according to one reporter on site, as many as 140 reporters were present for a banquet last night). Citizen blogger/reporters, like Zola, also reported from the scene. Senior provincial leaders were also sent to Weng’an to provide high-level attention; Shi Zongyuan, the Party chief for Guizhou province, was on the scene leading that first investigation team within two days.

By anyone’s standard, these should all be considered positive steps in the aftermath of this type of crisis. But it didn’t completely work; for many Chinese, online tempers still flared. Here’s one key, representative quote behind the public frustration:

Shi Zongyuan pointed out, “6.28” incident started for a simple reason, but was used by a small number of people with ulterior motives along with the participation of evil, organized criminals.

And even within China, between different provinces and peoples are tremendous psychological differences, perhaps even greater than those between two countries. As time has passed, as the people’s living standards have grown and as awareness of personal rights has woken… if the traditional methods of political pressure and thought control are used, it’s already become very difficult to maintain the China unity and a sense of belong to the Chinese people. The government has observed this point, but unless it implements effective political reform that respects and tolerates the interests of different groups of people, it will not resolve this fundamental problem simply by waving the worn-down flags of patriotism and nationalism.

I don’t think we disagree on this point, but I think Youzi goes a bit far to berate some of us for suggesting that an “awareness of personal rights” alone and a shallow understanding of “fighting for personal rights” without civic values and respect for law is a recipe for disaster. It’s a two way street. What makes “Western-style democracy” tick isn’t the prescription of “freedom, democracy, and rule of law”, but the deeply ingrained sense in every single citizen that their interests lie in their responsibility to and stewardship of the country, its institutions, and values, of which such rights are a part — in short, true patriotism. That prevents people from ripping the constitution apart when they don’t get their way. Sad to say, China isn’t there yet.

So what are “effective political reform that respects and tolerates the interests of different groups of people” at this stage? Well, there is a model and there is dynamics. Nobody is sitting idly on their hands. I want to direct our readers to this article in Foreign Affairs earlier this year titled

On China and Religion

For different cultural, political and historical reasons, the Chinese government officially recognises Buddhism, Taoism, Islam, Catholicism, and Protestantism as religions. As in the realm of commerce, medicine, the legal profession or any other human endeavours, China, like many nations and for her own reasons have chosen, as it is her right, to lay down a legal and regulatory framework within which religions are practised.

Within the above five religions, the government does not prefer one religion to another and neither does it care about ecclesiastical or inter-faith doctrinal differences. It does not care whether Jesus is the Son of God, one of the Prophets of Allah or just a mere rabbi. It does not care whether the Virgin Mary or the Saints ought to be worshipped and much less whether the Quakers are pacifists who live according to personal beliefs. Like any other governments in the world, what it does care about are whether they break China’s laws while in China and whether a belief system contravenes the public interest.

In no countries are the clergy or religious institutions free from or above the temporal laws of the land. An American Catholic priest convicted of paedophilia, fraud or mere speeding in America is still guilty and may suffer the appropriate judicial consequences, irrespective of the fact that he is a priest. Should the Church as an organisation in any way be involved, it too is liable to criminal as well as possible civil lawsuits.

Just as there is no such thing as absolute political and commercial freedom, neither is there such a thing as absolute religious freedom. There are only varying degrees of religious freedom that is regulated in turn by ecclesiastic rules, doctrines, temporal laws, social customs and traditions in accordance with the demands of the relevant state and society. For example, many in the UK believe in Fengshui, but nevertheless in a test case before the English Court of Appeal, the Judges, as it is within their remit, chose not to recognise it as a religion, just as they do not recognise any religion that is not monotheist as a matter of policy. By contrast, because of its Chinese community Indonesia recognises Confucianism as a religion when China only sees it as a school of philosophy, so that just because something is lawful in one country does not make it so in another.

Just as the earthquake shook China last month, the ground has also shifted under the Tibet issue. It seems the protests and counter-protests did not go into a black hole, but are having some effects on the media. But the exiles and their supporters aren’t ready to pass up on such a good chance in this Olympic year yet. They are elevating the profile of a different lama. Between now and the Olympics, we may also see more Tibetan disturbances should the talks not “work out”, as the Dalai Lama advised/threatened. Let’s keep our fingers crossed and hope for the best. This article comes from a self-described moderate who wasn’t old enough to participate in the Six Four movement. Instead, he’s one of many of his generation who is “glad” the student movement didn’t succeed. Some “old generals” of the movement might refer to him derogatorily as “young” and “immature”… but keep in mind, this man is now in his mid-30s, and has lived in the United States for 10 years. It can be argued he represents the mainstream opinion.

I went to university in 1991; I’m not an old general or a young general.

1. Even as early as 1992, my opinion was that the Six Four student movement should not have been allowed to succeed. Primarily because of a comparison against the Soviet Union.

Questions for the Dalai Lama

It has now been more than 2 months since the Lhasa riots, and weeks since the Beijing government met with the Dalai Lama’s personal envoys in Shenzhen. The passions aroused by the protests associated with the Torch relay has cooled a little. Now, we can turn to deeper, less emotional consideration of the Dalai Lama and what he stands for.

The Dalai Lama’s recent trip to Europe is giving us a new opportunity to evaluate exactly what his position is, and whether he’s a potential partner for peace. A previous blog entry discussed the possibility of a new bargaining position for the Dalai Lama, and clearly positions have changed dramatically over recent weeks.

For the lack of a better option, we’ll have to rely on the Xinhua state news agency to ask the questions that are on the minds of many Chinese. Below is the translation of a blog entry from a Xinhua news reporter, about his experience at a Dalai Lama news conference in Germany.

China’s crackdown on Falun Gong (FLG) is frequently cited in the west as evidence of human rights abuse and suppression of religion. On the other hand, some of the FLG followers make it really difficult to sympathize with their cause.

Case in point, there are reports of FLG followers publicly cheering the Sichuan earthquake as a karmic response from heaven on the Chinese Communist Party. ESWN provided a translation of a report from Ming Pao dated May 21, 2008:

The confrontation between Queens county residents and the FLG practitioners is now on its fourth day …

Yesterday at 10am, several dozen FLG member appeared in front of the Flushing Public Library.  Just like the past three days before, they unfurled banners that pronounced “The Heavens destroy the Chinese Communists,” “Experts sent Sichuan earthquake prediction report confidentially to authorities” and so on to show the passer-bys.  Some of the FLG members said that they have been criticising the Chinese Communist regime and they thought that the Sichuan earthquake revealed the evil nature of the Chinese Communists.  Some FLG members even said that the Sichuan earthquake was the result of the violent rule of the Chinese Communists.

So Tibet is very similar to the European colonies. Researching this is my day job so I can provide you more references if you want. And I’m disappointed that you would deny it because you think “its dangerous” to do so. I thought you were interested objective reality?

My point here is not that Tibet should be independent, or even that it should be more autonomous: after all the Maori now have very little autonomy in New Zealand. But I would have liked to have seen some honesty regarding Tibetan history from Chinese netizens. Happily, there are Chinese scholars who are more honest about Tibet’s colonial past and present though. I suggest you check out 王力雄, a Beijing based researcher, whose work presents Tibetan history from a fairly neutral perspective.

Your “suggestion” that we read Wang Lixiong’s works is not only patronizing, but also misguided. I’ll respond to this below.

The Terrified Monks

Nicholas Kristof of the New York Times is traveling in Xiahe, Gansu. (We can safely assume his trip isn’t within the past week, or otherwise he would’ve been within a few hundred miles of the earthquake’s epicenter.)

The editorial adds little that is new to the discussion. It is a reiteration of monks claiming that they were assaulted while arrested, which correlated with a military presence, is finally translated into a “harsh crackdown”. The editorial ends with this line:

China is emerging as a great power in this century, and it is famously concerned with saving face. But it loses far more face from its own repression of Tibetans than from anything the Dalai Lama has ever done.

Kristof suggests on his blog that many Chinese will be outraged by the editorial, and invites comments. Mine are repeated here.

Tibet: Answers to a reader’s questions

To Buxi and CLC:
Thanks for your replies. WRT Tibetan independence, some Tibetans seek it, presumably as they see it to be to their benefit. PRC opposes it, as they see it as a detriment. I would like to explore the second part. I’ve read the historical justifications for Tibet being within China, such as the territorial relationship dating back hundreds of years at least. There’s also the point that the PLA moved in to liberate Tibetan serfs and slaves. In moving forward, the principle of “One China” drives policy. My questions are the following:
1. If a majority of the residents of present day Tibet do not want to remain in China (I realize that is a major assumption, and the act of accurately determining that ie a referendum is not a realistic option for the CCP circa 2008), how does it benefit China to keep this territory in the fold? It’s like keeping a bad apple employee within a company: wouldn’t company performance, and the morale of remaining employees, improve by removing said bad apple, such that all who remain truly want to be there, and are willing to wholeheartedly contribute to the “business” of improving China?
2. “One China” is a euphemism I don’t understand. There was, is, and ever will be only one China. The question is what geographical parts you include. Does a region that at one time was considered part of China, need to forever remain so, for the present and future benefit of the whole?

The LA Times follows in the footsteps of the New York Times in publishing an article discussing Chinese nationalism. See the LA Times article here , and previous NY Times editorial here.

These articles do insert some much-needed balance into the Western understanding of Chinese nationalism. The LA Times article is especially notable for offering a view that most Chinese would agree is mostly balanced. However, even in the excellent LA Times article, it seems the journalist buys into a persistent Western myth.

Myth: Chinese nationalism was recently created by the Communist Party.
